Harbor Hill


Project Description: The creation of market rate rental housing for year round residents within the Town of Provincetown: 4 buildings with 28 Units

Budget: On February 6, 2017, the Town of Provincetown voted to spend up to $10,700,000 to purchase and renovate 26
units of housing at Harbor Hill.
On September 4, 2018, The Town acquired title to the property for $8,101,620.00
On October 3, 2018 a $250,000 State Grant was received to create two (2) additional ADA Compliant Units (bringing the total number of units available from 26 to 28)

Last Step: The new property manager under the Community Development Partnership began in January. The lottery for the first group of applicants that submitted their forms in the fall of 2018 was conducted on February 27, 2019 at the VMCC. Lease agreements have begun to be executed for those tenants, with moving into building #5 starting in May 2019 as renovations are complete. Through Cape Light Compact, new mini-split heat/AC systems were installed in building #5 at no cost to the Trust. The construction contract award for the renovation project was awarded by the Trust on March 14th, with NEI General Contractor. The Planning Board approved a special permit on March 14th for the addition of the 2 new ADA units under inclusionary zoning (IZ), resulting in the first new unit created under IZ bylaws in Provincetown.

Next Step: Round 2 applications are now being accepted for Buildings 4,6, and 7, and are due by May 23rd. Building permit applications have been submitted and are under review. Construction is expected to begin in June. Work under this contract is anticipated to take six (6) months.

VFW & Current Police Station


Project Description: Property initially purchased for a shared space with the intent to relocate the Police
Station and for Affordable Housing. With the proposed location of the Police Station across the street, it
will now be dedicated to community and affordable housing.

Budget: In October of 2013, the Town of Provincetown approved the acquisition of the VFW site. On
April 2, 2018, the Town of Provincetown approved $75,000 to hire development consultants.

Last Step: A Request for Proposals for consultants was issued by the Town to conduct the pre-development evaluation, including financial options and the community engagement process, for both the VFW site and the current police station site on Shank Painter Road. The contract was awarded to JM Goldson on April 2nd. Their focus will be to assist with financing and development opportunities in preparation for the issuance of an RFP for site development through a robust community engagement process.

Next Step: Town Staff will meet on site with JM Goldson on May 15th for site evaluation to be followed by discussion on timeline and scheduling the public outreach events to solicit resident’s opinions on site development concerns and suggestions.

Commercial Street Porous Pavement Project (Phase IV)


Project Description: Phase IV Reconstruction of Commercial Street using Porous Pavement from Allerton
Street to Howland Street. Phases I‐III has been completed from Howland Street to Winthrop Street.

Budget: On April 2, 2018, the Town of Provincetown authorized the expenditure of up to $1,075,000 for Phase
IV of the Roadway Reconstruction Project. These funds are to be used as a match for the USDA Grant of
$2,075,000 awarded on July 16, 2018

Last Act: Work began in late March, with the projected date of completion at the end of June.  The curbing and a significant amount of the brick for the sidewalks has been installed.  The DPW has been keeping residents aware of on-going work through the use of the Alert system and the Facebook page, and the contractor has been providing residents with notifications as work progresses. 

Next Act: The design team will continue working on the design of Phase V and seek grant opportunities to fund construction.  Phase V is from the Provincetown Rotary to the West End Parking Lot.

New Police Station


Project Description: Construction of a New Police Station at the corner of Jerome Smith and Shank
Painter Road

Budget: The Town of Provincetown approved an appropriation of $8,625,000 at the April 2017 Town Meeting.  

Last Step: The lowest bid for the proposed Police Station, including hard and soft costs, came in at $12.5 million dollars.  Voters at the April 1st 2019 Annual Town Meeting were asked to approve the supplemental construction cost for the Provincetown Police Station Project  of $3.9 million dollars to be funded by a combination of a transfer from free cash and a bonding authorization.  On April 1st, at the Annual Town Meeting, the request to authorize the supplemental cost did not receive the necessary 2/3rds majority vote, and the proposed additional expenditure was not approved. 

Next Step: The June 18th, 2019 Town Election will include a ballot question to authorize a debt exclusion to cover the supplemental construction cost for the Provincetown Police Station Project.  Additional clarification will be provided to the voters in advance of the election.

Sewer Expansion


Project Description: Expansion of the existing sewer system

Budget: $6,000,000

Last Step: The Town submitted a Grant/Loan application to the USDA in the fall of 2018 for the construction of a Peak Flow Storage Tank and collection system improvements. 

Next Step: The Town continues to wait for a response from USDA on the Grant/Loan application. Phone conversations between Town Staff and representatives from USDA have indicated that Federal monies were significantly less than previous years, and the Rural Development office is waiting on additional funding allocations to occur sometime in August.  The USDA has expressed concerns that the pump station to serve the Police Station is no longer needed due to the Town voting down the project. The Town will be able to move forward with contract negotiations with AECOM to expand the wastewater treatment facility when it receives the award from USDA.

Marina Reconstruction Project (Wave Attenuator)


Project Description: Replacement of floating dock main sections and mitigate storm damage with a 600’ wave
attenuator on the East side of the Harbor (Picture above is a digital representation of the project).

Budget: The Town of Provincetown voted at STM 2013, Article 11 to appropriate $250,000 for design services to repair the floating docks.

In 2015, the Town approved CIP article 18-11 for $4.9 million for the reconstruction of the docks including wave attenuation.  All permits are now in place.

On September 26th,2018, FEMA awarded Provincetown a $3.4 million-dollar grant for the project.  Town funds will be used for the federal grant match.  The project went out to bid on January 11th, bid awarded on February 26th, and a contract executed with the Town on March 6th.

Last Act: On April 18th, a pre-construction meeting was held with the contractor, ACK Marine, engineers from GEI and the DPW, members of Pier Corp and Harbor Committee, Harbormaster, Facility Manager, and Conservation Agent. This meeting reviewed scheduling, site conditions, coordination with other tenants and activities, and FEMA requirements. The floats for the project have been ordered. On site activity is scheduled to start after September 1st and to avoid the busiest part of the season.

Next Act: The lead time for fabrication of the floats is about 80 days. During that time period, the Town will receive progress reports and photographic evidence of the construction of the floats from the contractor as they are built in Norfolk, Virginia.

Local Comprehensive Plan (LCP)


Project Description: A Local Comprehensive Plan (LCP) is a guideline for what the
community looks like now, where the community is headed, and where the community
wants to go over the next 10‐20 years

Budget: N/A-Done with Planning Department staff and volunteer time

Last Step: Public outreach events hosted throughout Town to receive public input on Land Use and Community Character, Economic Development, Housing, Transportation, Inclusive Community, Open Space and Recreation, Natural Resources, and Infrastructure and Climate Adaptation

Next Step: Paper surveys were mailed to all registered voters and second home owners in Town.  Drafting of the plan continues, and the responses to the survey will be incorporated prior to the release of a draft to the community.

Provincetown 400


Project Description: Provincetown 400‐ The Commemoration of the Pilgrim’s First Landing, and the
signing of the Mayflower Compact

Budget: To be determined by the Provincetown 400 Task Force, Pilgrim Monument, and Provincetown Museum

Last Step: On April 27th, 2019, Provincetown 400 hosted its first fundraiser at the Inn at Cook street.  These events will be used to fund Provincetown 400 activities, including bringing the Mayflower II into Provincetown Harbor in September of 2020. 

Next Step: The 102 Mayflower Passenger Fundraising Dinner for Provincetown 400 will be held on Saturday, May 4th, 2019, at the Crown and Anchor.  For additional information on upcoming fundraising events, please like and follow the Provincetown 400 Facebook Page.
